Windows 7/8 is gonna cost you 100.00 off the bat. Leaving 300.00 for:
CPU
Motherboard
GPU
RAM
HDD
ODD
PSU
(Monitor?)
(Keyboard?)

In all seriousness, I would buy a PS4 at that price point...that coming from a dedicated PC gamer.

Maybe. If the OS is an OEM (came with the computer), typically that OS will only work with that PC (motherboard). You can try and call Microsoft and see if they can release it so you can install it on another computer.

If the OS is a Retail version (stated as retail, typically bought separate) you can get Microsoft to release and provide a new key for the new motherboard. Some retail discs can be installed on multiple computers.

This total @ 538.94 without a box and power supply and OS. And this is minimal to play modern gaming.

If you want a gaming computer you'll need around 600$

This is what I want. It's just that the price for shipping, taxes, etc. is added up to more than 500$ when I have 460$ to spend

Hey Friend,
Do you HAVE to have something new right now? I would really consider waiting, and saving up for
a better system. If your budget goes to 600-700, alot of great options open up to you. Ive always felt that spending on a low end system may not be the best investment in the long term...400.00 is ALOT of money to spend on something youll want to upgrade a year/2 years from now. Especially when the components you picked dont have an upgrade path (i.e., low wattage PSU, limited Mobo options). Like I said, a PS4 is (IMO) the best value option for great, consistent gaming right now. Good luck on your choice!

The thing is, I'm 14 years old. No way to make money really besides waiting until next Christmas. I've been saving up 400$ for over a year and I'm ready to spend it on a PC. If I ever get more money I'll just upgrade what I need to upgrade. But for now can you just please help me find a way on how to get a similar PC of the one I just posted (maybe a downgrade for a new PC case or a cheaper OS) that'd be great.

I'm tired of gaming on a PC that has less than 1 gig of ram and runs the games I want to run at 80 fps at 40-50 fps (mc)

Go ahead and ditch Windows for Linux...IIRC, there is a MC version available. That should save you 80-90 on the build you listed above...keeping you in budget

PS: Dont get obsessed with the 80fps mark (even if you have a 120hz monitor). 60fps is fantastic for any modern title...and youll have to compromise high frames due to your budget build.

And I don't even want this on high settings at all. But if it goes below a 70 fps mark on tiny settings then I don't want it, (I say 70 fps because I'm going to be recording videos)

I just want to put the 80 FPS in Minecraft to bed. Forget it. There's no difference between 40 and 80 FPS in Minecraft. It's not a game that you need to worry about FPS. Minecraft is a CPU based game. An APU will work fine for Minecraft. Keep the 8Gb of RAM. You'll need that.

Hi,
I believe this will get you 80fps on minecraft for $450 including OS

Yeah a console is your best bet. To make a PC that even ties a Xbox one you need to spend 500 before an os. Now once you hit about 600-700 you can get a system that is a lot better but if ur budget is less than an Xbox one you have no hope of getting a gaming PC. Sorry but that's just the way it is

I found benchmarks on net and here are the results with better processor but weaker Graphics card and 4GB less RAM on resolution 1920x1080 at high setting

Windows 7 32-bit
CPU: Amd FX-6300 3.5GHz
GPU: AMD Radeon HD 7750
Ram: 4GB DDR3 HDD
Resolution: 1920×1080
FPS Full Screen: 180-250

So you should get similar performance
