Well as i know my cpu is pretty nice people said it and its 3rd generation 22nm the only problem is that it aint unlocked but the turbo is up to 3.3 wich is good for these days games and dirt 3 is from 2011

The GPU is the problem. That's it, the 640 is not made for gaming. If you want to play D3 on max, you can get something around a HD 7770, but if you want to play more modern games, you need at least a 750ti, let's say...

If you get the Palit 770 and have a good power supply you should be able to max Dirt 3.
