Something is causing my memory usage to be around 60% when idle

Like the title says for some reason my computer is using around 60% of my total memory when i'm doing almost nothing. I'm just browsing the internet and listening to music at the moment. It's always that high though even if i were to just be staring at the desktop with nothing open.

In the processes tab it lists everything running but it only adds up to a little over 1gb being used.

Whenever i try to play a game that uses a lot of memory Windows pops up a message saying i should close the game to free up memory since its running low.

Last night i ran that memtest program for about 14 hours and there were no errors found. I have also run checks with Malwarebytes, Avria Anti-Virus, and Windows Defender and all came back clean.

My system specs are as follows:

Windows 8.1 64bit
Asrock 970 Extreme 3
AMD FX-8350 @ Stock
8GB (2x4) DDR3 @ Stock 1600 (its set to 1600 in my bios but programs say its at 800)
Geforce GTX 660 TI @ Stock
Corsair 650W PSU
128GB Samsung 840 Pro
1TB WD Black HDD

  1. do a fresh boot and check usage - then boot into safe mode and check, that can give a rough idea of what all is being used by start up programs
