So the power went out and my computer will no longer function. Here is the play by play of what will happen.

It will start fine, beeps, and all but once it gets to windows login screen, the screen goes a feint black and along the top of the screen it has little colors. I tried both video cards seperately removed the sli strap and same thing. Any tips?

UPDATE: I unplugged the the PSU from the strip, and my red lights from the computer remained on, then I held down the power button for 10 or so seconds, and the red light turned off (assuming means I killed the charge?) Then I plugged back in and re-booted. It continuted to do the same thing, (feint blacks creen with all the colors at the top) then the computer restarted itself and booted fine.

So in short, it fixed itself, but I have no idea what happened? It sound like power supply?

Solution
When there is a power surge, components are suddenly deprived of the electricity they need to function. This can lead to a voltage change which can damage on board components. It sounds like something was damaged, but not damaged to the point of breaking. Sometime in the future, you may find your computer has stopped working again. Odds are, its the power supply, as they are the first in line to be damaged by outages and surges.
