Hi guys,

I would like to seek an expert advice on the Graphics Card for my new gaming rig

First before I ask the question, I'd like to mention that I am

1. also concern with the budget
2. I will be using the desktop mainly for Web Surfing, Photoshop and DOTA2 / Diablo 3

*I am hoping to play DOTA 2 and Diablo 3 at high settings

in our place, since this is a province type, I only have 3 good GPUs that I can choose from

a. GTX 660 - 248$
b. Asus GTX 650 Ti Direct CU II OC - 182$
c. GTX 650 - 110$

I will be choosing the parts below

CPU: intel i5-4570
HDD: 500gb seagate 7200rpm
PSU: Thermaltake 730W Smart SE
RAM: Kingston 2x4gb
ATX: Frontier Phoenix BK/BL Mid Tower
MOBO: Gigabyte GA-B85M-D3H

Also if I won't OC my CPU will the OC on the Asus GTX 650 Ti Direct CU II OC will work its function?

Lastly, what would be best on my needs? thanks in advance

If you can afford it get the GTX 660 it is by a good margin the fastest card in your list
The overclock on the video card is not worth paying the price premium. Most stock cards can be overclocked to the same level.
The overclock is good whether you overclock the processor or not. They are 2 separate pieces of hardware. You can overclock one or the other or both. doesn't matter.

I currently have the GTX 650 Ti ssc which is near enough the same as the Asus card and that play's games extremely well for example BF4 on high with no problem but i'd say go with the GTX 660 because it packs a lot more punch and will be much smoother on games and be a lot better than the other two cards, hope this helps!
