Can someone clarify with me that this would be an efficient gaming pc. I'm 14 and not looking to spend to much money, so mainly i need advice.

Processor- intel i5-4670 3.4ghx 6mb
Graphics Card- Evga GeForce gt 640
Motherboard- Asus h87-plus/csm 1600 lga 1150
Power Supply-Corsair Builder series cx600
Hard Drive- Western Digital caviar blue 1TB
RAM- Corsair vengeance blue 2x4 gb sticks

Extras---------------------
Case- Cooler Master HAF
OS- Windows 7 64bit Home Premium
Monitor- ASUS 23.6 inch
ASUS disc drive
Fans- 2-4 sleeve bearing silent fans

For a balanced(aka efficient) gamer, you want to budget 2x the cpu cost for your graphics card.
Here, you have it backwards with a $220 CPU and a $95 graphics card.

I think you would game better with a $125 i3-4130 and a $200 GTX660 or similar.

Yes, but would the processor be fast and supportive of the rest of the build?
 
Most of us have a budget we must adhere to.
In general, lagging in games is more because of the graphics card than the cpu.
In your case, a i3-4130 will have two very fast cores, in fact, the two cores are exactly as fast as the cores on a 4670.
The other two cores are hyperthreads which are not so capable, perhaps 1/3 of a core each. But since most games use one or two cores, you give up very little. If you had the budget, and were considering the possibility of a much stronger future graphics card, then spending $100 more on a i5-4670K and a Z87 motherboard might make sense.

Even then, with $100 more to spend, I might get a GTX760 and a Z87 motherboard so I could change out the cpu later.

A few games like FSX can use many cores. If that were your primary game, then one of the amd FX chips might be good.
