R9 290X Uber/Silent mode switch while on?

I'm running a R9 290X on a M5A99X Evo R2.0, with the FX-8350.

My question is: Does the PC need to be off when switching between uber and silent mode, or does it matter at all? I know it switches BIOS, which leads me to believe it should be off when doing so, but I wanted to ask the community.

Yes it should be off. Obviously you can physically move the switch while it is on but you need to restart for the changes to take effect (not to mention, you really shouldn't be messing around with internal components when the PC is on anyway).
