Boot sequence or boot menu?

Hello, I am trying to install XP from a USB stick. I have formatted it or "prepped" it by using Rufus to format from an ISO of a Dell OEM XP disc.

My question is this: I have an option to go to the boot menu (F2) which gives me the option to boot from USB, and the BIOS (F12) to change the boot order - which does not give me the option for USB...

Do I need to change the boot sequence or can I just choose the boot menu and boot from USB?? What is the difference?

Also, if I do need to change the boot sequence, how do I get it to give me the option in the BIOS? (I already had the USB plugged in, so this isn't it). This PC is a Dell Dimension 4600 with a 0F4491 motherboard...

Okay, I still don't understand the difference but I gave up on installing from a flash drive. I tried WintoFlash as well and the PC wouldn't even try with that one. Apparently this is too much of a PITA for me to figure it out after hours of research and multiple tries. I went ahead and just bought some discs and installed it that way...
