Is My mobo not working ram? or what

Ok so a few weeks ago I built a new computer I'll leave my parts at the bottm. But I put everthing together and it would start then shut down it would do this about two times and eventually I'd get the bios. Then every now and again my hard drives would be missing or one wouldn't show up. I bought an ssd fir my main boot and brought over my other hard drive as storage. That hard drive had my previous window's on it. Then I thought that I needed to format it so I did and that didn't work I still Do the boot thing. I would constantly see 15 on my mothEr board code indicator which mean north bridge initialization started and stays there. That makes me think of ram but I still have difficulty with my ssd showing up I did A fresh re install and everything. I'm just stuck I don't know what it is any advice would help!

Samsung 280 gb ssd
Wd green 2tb hard drive
750 watt corsair psu
Corsair ddr3 2x4 vengeance
Msi gtx 660 oc

if it keeps shutting down plus either hard drives are not detected, the first thing i would think of is either power supply or cpu but it doesnt make sense since the cpu is new so i suggest you to check the power supply see if it causes the problem

And you were right ha. I did a diagnosis on all my parts took everything out ect and had my power supply just out started it up to see if I could see anything and loan behold I look down my psu fan isn't spinning ha. So I pulled other power supply out of hiding and now I'm up and running ha thanks for the help!

Update. Actually it was my cup I changed my power supply and it seemed to be working but still the same was happening my power supply was working so then I looked at the cpu like you thought. I wondered if my heat sink was on there all the way or if the thermal past didn't go on correctly so I cleaned it and put new thermal on and now it seems to be doing what it's supposed to. I haven't had to restart it it goes up on the first try so I believe the thermal paste wasn't on there good and mu cpu was overheating. If anything else happens I'll post here but in the meantime thanks! Saved me a lot of head ache ha
