Hi there!

Sorry to say this, and you probably worked it out already, but there is no way to overclock your PC. This is why buying machines like that are a bad idea if you actually want to have any freedom over how to run your machine.

I don't really want this rig but my dad bought it cheap in his company(I think less than $100 including monitor, system unit, mouse and a keyboard)

As I said, there IS no workaround. Companies like Dell, HP etc all lock their bios. They do this because, for the most part, it makes it cheaper for them if they have to repair something later or if they want to issue updates for the BIOS or drivers etc. By keeping things as simple as possible, there is less room for problems later which makes it cheaper.

I saw a legit tutorial how to OC dell months ago by kisianik and others, don't wanna search on the web cause my net is so uber slow about less than 1/50 of your speed(so jealous T.T), 10kbps something i guess.

Right, I found the guide you mentioned, which is for AMD based Inspiron 570's, not Dell Optiplex systems powered by Intel chips, so the whole guide is pretty much useless.

What might help is if you know the exact model number for your system.

I should also point out, having read your other thread regarding the graphics card, that if you attempt to put a GTX 750 Ti in what I am pretty sure is a really old computer, you are not going to see any improvements at all. You need a new CPU and motherboard, or that 750 Ti is going to be quite an expensive paperweight inside your machine.

Well I think it will improve my gaming from 7730(rebranded 6670) to gtx 750,IK there will be a bottleneck buts I will transfer this gpu to a new system unit,I'm only a student so no steady income, gonna buy those parts 1 by 1.

As long as you understand that there will be performance issues, and that you intend on upgrading, then I think you'll be OK. I know it's frustrating, wanting things to run a little bit faster and trying to squeeze the last drop of performance out of an old system but having checked through this fairly carefully, you really cannot overclock that system.
