Solution
The first option will bring you better gaming experience. Also, do not mind that you are getting a Sandy Bridge CPU. Ivy Bridge or even the new Haswell does not bring anything notable as fast as gaming performance goes. The HD 7870 will let you play anything on a 1920x1080 monitor at mid-high / high or ultra depending on the game and it is much more powerful than the HD 7850 in the 2nd build.

You can easily overclock the I5 2500k to 4 GHz with that liquid cooling and match current Haswell chips in productivity software if you use any. But in gaming, you will not notice any difference than I5 2500k, I5 3570k or I7 4670k and even in CPU intensive scenarios the difference is only marginal.

Also the first build has a higher quality Asus...

The first has a better GPU but also not a very good one and the second a better CPU but for gaming not a big difference in most games. If you want to play games on ultra with high fps you wont be able to because of the weak GPU and for a such price it is not good, also not a Haswell CPU. Option 2 has no cpu cooler. How much would you pay for option 1 and 2 ?

Cheers and good luck.
