System problem at boot up

On boot up, I'm getting this error that I cannot exit out of:
System,NET.Socket-exception only one usage of each socket address (protocol/network address/port) is normally permitted
at Socket.NET.Sockets.Socket.Bind (endpoint local EP)
at System.NET.Socket.TCP Listener.Start (Int32 backlog)
at System.NET.Socket.TCP Listener.Start
at File Server Module.File Server Form.Listener

Can someone help me with this, I've never seen this one before.

    Where does this message show up? Do you see it in windows or before windows starts?
  3. This is a friend's computer. It's a an HP Pavilion 500-267C , it comes up when Windows boots.
    CPU Intel i3-4130 @ 3.40 GHz
    RAM 8.0 GB
    GPU Intel HD Graphics 4400
    PSU 450w
