Computer won't boot (black screen)

I booted my computer this morning and everytime the screen would turn black. But it would also show random lights in the few rows of pixels of the black display.
The computer was working fine before, no artifacts while gaming or anything. The only thing wrong was the hard drive which was very slow.
However when i tried to boot it from a usb it would do the same thing.
 
Solution
1) To clear the CMOS by removing the battery, and boot the PC. If you can't. Go to #2 step.
2) Only using one stick RAM, if you can use the on board video card then use it, boot the PC. If you still can't boot the PC, then try to boot the PC without RAM, HDD to see you get the error beeps or not if you have the on board speaker.
3) Also make sure your monitor works.

CPU : FX-6300
Motherboard : Asus M5A99X Evo R2.0
GPU : Gigabyte r9 270x
PSU : Coolermaster 750w

I knowmonitor works because i managed to use it on another computer
I was able to realise that my bios was booting from the hard drive instead of the usb even though i specified it to, so i removed the hard drive
I had a portable linux os to boot from a usb so i used it and no problems, gpu and cpu all fine
I'm now proceeding to reinstalling windows on a spare harddrive i have
I think my original hard drive with my OS became corrupted

I set the boot screen so it wouldnt produce the windows logo, but when i started in safe mode, it showed that it got past the logo but blacked screen when it started loading the os
Thanks for the response btw, I checked the ram, and reseted the cmos which helped a bit when i was setting up the boot order
I hope I can recover the games on my original hard drive :l
