I have internet problems, help me out?

So I had been wondering why my Steam games download so slowly. I just did a speedtest ( http://www.speedtest.net/my-result/3341179915 to see it for yourself) and it says I have about 16 mb/s download speed, yet when I go to install games on Steam I get around 2 mb/s max. Why is this, I use Time Warner if anybody is curious.

Internet speed depends on every device in the chain, including the originating server.
The Steam server may not be feeding you as fast as your PC and connection can take.

2 Mbps, is a good download speed, as far as everything else, Steam is one application, you might have other applications i.e Chrome/Firefox, java update, netflix etc. this is all not counting other devices. Like I have like 20-30 Mbps. But only get like 7-8 Mbps on steam on when I have youtube running, and other family members using there phones/tablets/TV box
