Computer feels sluggish

I'm pretty sure that its not because of outdated and old parts, yet my pc seems sluggish with even the simplest of things. When minimizing and opening things from my taskbar like google chrome, dragging around windows, holding the backspace button to delete a lot of text, everything feels sluggish or stuttering, as if im getting fps problems. does anyone know what the problem might be ? thanks

start with running ccleaner and good defrag. then run malware buytes and a good anti virus scan in safe mode.
run hdtune check your drive smart info for errors and run drive fitness test. boot into safe mode see if the rig faster. if it is look what running under msconfig in the start up tab. to much junk can cause issues or two anti virus programs running.

If you're running Windows 8, a refresh would help.

Thank you for your reply, but unfortunately, there was no improvement after doing these steps. I was thinking about formatting my drive and just starting again, would you think that could fix my problem ?
