FPS Problems and Low GPU usage?

Hi, I have Battlefield 3 on my PC and it plays smooth when inside of a building (e.g. Operation Metro Underground)
But as soon as I look outside the FPS drop to near 20FPS. This is clearly un-playable and no fun at all, my GPU usage also says 30-70% when my CPU is at 100%. I was wondering if this is a possible bottleneck as my CPU is old and should be upgraded soon.
My Specs:
AMD Athlon 64 x2 4200+ (OC to 2.6ghz)
Nvidia Geforce gt 630 Palit Edition 2gb DDR3
4GB RAM (400MHZ DDR1)
Windows 8 Pro

cpu bottleneck, but your GPU is not much better, a GT630 is not a card for gaming. 650/750 for better is really needed.

Thanks guys, I am not planning on upgrading GPU just yet but I was thinking of changing motherboard and CPU. Do you think the Pentium Dual Core E5400 2.7ghz will handle this game on Low settings at 30FPS? I am not really aiming for visuals but I do know that BF3 likes a quad core, thanks again

Go with AMD if you are going for a budget build. 750k with any fm2 slot mobo will do :D

it loves a quad core, so the pentium isn't up to it.

This is probably the CPU I will end up going for, as you can probably tell I'm not looking a i7 as I have a budget after spending a lot of money on my new bike. Thanks for all the help :)
