wipe old pc to use as external storage

You need some OS in that old PC in order to have network connectivity and file and storage sharing so others pc can connect to it, you could simply leave the OS in that old pc, make a folder (it could be one folder per user) and share it with write permissions, finally you could connect it to your pcs as a "network drive" so they can use it as a external storage.
