From what I understand, your power supply is blinking? And when you disconnect the 4 pin CPU header the unit doesn't boot?

If the power supply is blinking, that is usually a sign of a bad power supply. That, or not everything is plugged in fully. For the 4 pin CPU header, that must be plugged in for the computer to power on, as it powers your CPU.
