RAM installed < RAM recognized

I recently checked with "system information", and it states;

Installed Physical Memory; 16.0 GB
Total Physical Memory: 7.95 GB
Available Physical Memory:5.32 GB
Available Virtual Memory: 37.00 GB

Now, i understand the virtual memory, i set it to that because i was recently trying to recover data from a HDD and the program kept crashing due to using all the memory.

But, this got me to thinking, those number are very odd and something doesn't seem right.
i opened CPU-Z and it registers 16 GB and all is well.

rebooted into bios and my mobo was only reading one stick.

wtf


any inquires would be much appreciated

no OC has been done;

-System specs-
Win 7 64bit SP 1
AMD FX 8350
Asus Crossfire V Formula
Patriot Viper 3 16 Gb (8x2) 1866Hz
Gigabyte HD 7970 OC (factory) 1Ghz 3 GB
Oc Z 1000W

What OS are you running, if Home Basic it only supports 8GB, if that's not it, then may want to reseat the sticks of DRAM, might also try resetting the CMOS and reinstalling the DRAM, make sure the sticks are firmly inserted, the clips on the sides should click up and lock into place by themselves, also check in MSCONFIG>BOOT>ADVANCED and make sure MAXMEM is unchecked

CAN also try the sticks in slots 1-2 (from CPU) or 3-4, if they both work fine that way in single channel, then may want to loosen the Heat sink on the CPU and then snug it back up (not overly tight, too much pressure on any one corner can throw the CPU slightly off center and affect the MC (memory controller)

i cant utilize the other two DIMM slots as the CPU cooler i have (CM V6GT *) is way too big, I'm actually about to switch to the H110i for this exact reason.
but i am occupying the 3rd and 4th slot i believe, i would have to reference my mobo book to make sure though.
I've been using these slots since i built it, and i don't think it has always cause this issue, i think its more recent, but i could be wrong as i dont really look at system information that often.

just really aggravating though-

i have noticed also that i have been getting BSOD randomly saying that a cycle was not received within the given time frame, maybe it has something to do with this lol
