Hi, as the title says, I'm looking to replace the integrated graphics. I was thinking of buying a new GPU and PSU. What is the best a ~$100CAD (rly its 90 10 shipping) budget can get me?

With that power supply you will be pushing it and I would certainly get a new one. With this you will be pushing 200w I reckon with everything and yours is only a 250w which I doubt it can even do that.
