Gtx 770 random clock jumps

I was looking at the temperature in EVGA precision and noticed that the clock speed jumps up randomly. Is this normal? This is when I'm just browsing, not gaming.When I first got the card a few months ago it was idling around 28c but now it's a little higher and I don't remember the clocks jumping.
 
Solution
Most Nvidia cards have a power saving feature that makes the clocks stay low when the performance isn't needed. If you are using a browser that supports hardware acceleration then the GPU was being used while browsing the web. Because the performance was needed, the clocks increased. Yes, this is completely normal.
