Radeon HD 6870 problem (Shading/Rendering/Texturing?)

Can anyone help me out? I have a PC with a Radeon HD 6870 graphics card. I have been getting these weird rendering/shading lines in all of the games I am playing. It started with Sim City 5 about a year ago, and now it's moved into every game I play including Skyrim and GW2. I have attached links to some videos that will show you the problem that I'm dealing with.

I have updated my drivers. I have downloaded the latest Directx version. I have run the majorgeeks memtestcl GPU tests to see if it is a software problem, it came back with 0 errors. I am really at a loss of what I should do to correct the problem. Do I have to just buy a new graphics card?

Quick question, upon close inspection of your graphics card, do the capacitors appear to be bulging? The capacitors are the round like metal cylinders that are soldered to the PCB.

From what I can tell, no they are not. I checked all the capacitors on my motherboard and they all look fine.

When I set it up, i never overclocked it. I'm running stock, and I always have been.
