So I upgraded my cpu from an AMD Phenom II x4 to an AMD 8 core 4.0ghz processor and I upgraded my GeForce GTX 650 to a GeForce GTX 770 4gb video card. But now when i play some games and check CPUID HWMonitor it shows that TMPIN0 runs at a max of 57c and TMPIN1 runs at a max of 65c (both temps are on my motherboard) And like once or twice a day my pc will just randomly restart and I can hear one of the fans inside the case going loud.

The case is a full tower case, with 6 case fans. My cpu runs at a 22c idle state and at the most when gaming it was up to 51c

as for my GPU it runs at 33c idle and up to 50c when gaming.

So why would my motherboard run so hot?

'Motherboard' is the chipsets and components to connect a CPU, GPU, Sound, etc. TOGETHER. So the Mobo is separate from the other components on trying to keep 'cool'. Now you are mentioning you GREATLY increased your CPU and GPU, but you don't say you increased your PSU to accommodate this huge demand. Inclusive to the 6 fans and everything else, I would suspect your PSU is 'undervolt'.

For example Nvidia recommends MINIMALLY 600W (http://www.geforce.com/hardware/desktop-gpus/geforce-gtx-770/specifications). Given all the components, this would be something to consider.

Once you have that taken care of, I would look at rewiring to optimize flow. Wont' matter if all 6 fans in a case are just blowing the air in circles inside the case. Best trick I seen was taking incense, holding it near a fan or let it work its way inside the case for a moment and watch the airflows.

My PSU is 700W so that shouldn't be a problem i wouldn't think. However i do have a new PSU that I haven't installed yet... its lower Watts but is gold rated and a modular one...not sure if it will help much though. My current PSU doesn't have a bronze, silver or gold power rating.
