I am building a new gaming rig and i want to know if it is compatible or not and will run games on ultra at 1080p with good fps

Yeah, tough to recommend the R290 when you can get a GTX770 for $325 and a GTX780 for ~$500

I would spend a little more on a power supply as well, and toss in the FX8320, and bump it up to a 990FX chipset.
