my arma 3 build

Solution
That's a good build. Yes, the power supply is a lot more than you need, but, if you want to SLI in the future, then it would be good.

This PSU will perform better, and you only lose 100W (not that big of a deal. It also costs the same, and will still allow for SLI.

Any other questions? I think you're mostly set.

I would image, that yes, it could.

You can get the 4770k for $249 in a combo deal with that exact same motherboard.

Edit: A single GTX 780 gets 47 FPS average in the 90 second run of the infantry showcase. You would save a few hundred dollars by going with GTX 770 SLI, or, if you wanted, you could save even more with a single GTX 780ti Toms showed that it can get playable frame rates at 1080p on ultra.

Curiously, the two sites show different averages for the same run (Tech spot 90 second run, Toms 30 second run). The main difference is the CPU. Toms is using a 6 core 12 thread i7 3970x @ 4.3GHz, and Tech is using the CPU you picked out, the i7 4770k @4GHz.

Thank you for replying. I'm not worried about the money I just want performance and I thought the gtx780 Will be a better choice be b/c it's the next step up. I'm wanting to hit the Standard FPS at 60 if at all possible.

Did you check out the link I sent? A single GTX 780 gets ~64FPS average, not going below 50FPS. A single GTX 780ti gets ~76FPS, not going below 60FPS.

Crossfire and SLI always introduce more issues than what a single card can offer. If you can, always stick with a single card. First of all, it consumes less power, secondly, it costs less, third, it performs on par or better, and fourth, you need not worry about driver issues.
If you think a single GTX 780ti doesn't offer the performance you need (It does) then you can go SLI. But, not before then, in my opinion.

I think you can get over 60FPS on Arma 3 ultra settings at 1080p, yes.
No, I wouldn't over clock. There wouldn't be any need. If in a few months, you think you want to OC, then do it, but I'd not do it until I needed more performance.

Remember, OCing voids your warranty.
