Computer making dial-up noise

Recently my computer has been making this noise that sounds like dial up but quieter, I looked in my case and there are 8 lights at the top of my mother board that seem to flicker when the noise occurs. It lasts for 3 seconds, then stops for a second, then repeats. I have a feeling its just a cable that is loose but I'm not sure and wonder if its something more than that. Thanks for your time. Just restarted my computer and the noise seems to start after Windows has booted up.

EDIT: It appears that other have had this problem as well and it is related to the CPU/mobo, as it is still under warranty I've decided just to let the company that built it deal with it.

page 2-23 of the motherboard user manual it is for the power mode of the cpu i would recheck all the wiring and see if the cpu is well seated in is base also look on the back of the motherboard by removing the right cover in a dark room to see if there is any blue spark light that come from there this will means part of the board touch the case .
