Overheating i7 3770k

This is actually a question for my friend.

He has an i7 3770k set up with liquid cooling, a gtx 680 and 650w psu.

Problem is, his cpu reaches temperatures of 90 degrees and his whole pc slows down.

Since this regularly happens, its a problem especially since he says he has good liquid cooling and because his whole pc slows down.

He says he checked the fan and pumps are still working on his liquid cooling and has tried resetting the bios but this problem keeps going on and he keeps on dismatling his pc to try to fix it, reapplying thermal paste, fiddling with bios settings etc.

Can anyone shed some light on why his cpu is reaching such high temps? Could it be a voltage problem?

To his knowledge, he has not overclocked the cpu. What are the standard cpu settings in the bios for the i7 3770k.

The reason that I am asking these questions is because this has been happening to his cpu for 6 monthes now and he has dismantled parts of his computer, replaced his os and done a number of other things multiple times now.

He refuses to take it to a computer shop and at this rate, his cpu will be damaged.

Any ideas?

Oh btw, i built my 1st pc a few days ago, its working perfectly and building pcs is actually very simple so I'm glad i found this out and never have to pay people at shops to buy pre built pcs again. Perfect.
