Cool and quiet CPU cooler?

So I'm looking for a new cooler to upgrade from a Hyper TX3 Evo which is unbearable at high speeds. My case is a Carbide 300R for size reference. I'm looking to get about 4.2GHz on an i7 I will buy very soon. I've seen the Scythe Mugen 4 PCGH edition and that seems like a fairly decent one but I'm wondering if there are better. My budget I'd £40, Max £50. Thanks in advance!

My recommendation is Noctua NH-U14S, Cooler Master V8 GTS, Cooler Master Hyper Evo 212 in order of top recommendation to lower.

Top two are too much, last one, considering the bad experience I have had with the smaller version, I won't get.
