how to unpark cores- 4700k on windows 8.1

I have tried all the 3rd party utilities, and none of them successfully turn off core parking. I even unlocked the "processor performance core parking min cores" tab in the advanced power options menu, but the value is locked at 0%. I have not been able to find a solution so I am worried that this is simply not possible to do on windows 8.1. I understand it may or may not make a difference at all with my 4700k, but I still want to see for myself what this thing can do with all its cores unparked. Hyperthreading is enabled in case that affects anything, and it is oc'ed to 4.3 GHz. Please help!

I appreciate your input, but I was not asking for opinions on whether you think it will benefit me or not. I am simply asking the community of people who are far more knowledgeable than I am if what I want is possible and if so what I need to do to achieve it.
