GTX 780 Ti OC Cant run GTA IV above 40fps!!!!!

Hi guys, ill make this nice and quick. I recently put together a new PC hoping to be able to play every game at 1080P - Ultra Settings. (This build was suggested to me on another forum site indicating it was a very powerful build).

My build is as follows:

i5 4440 3.1GHZ (3.3 max)
Gigabyte GTX 780 Ti OC 3GB
Asrock H81M-HDS Motherboard
8 GBs of 1600Mhz RAM
750W Crosair PSU
500GB HDD (5200 rpm)

Im getting really concerned because when i downloaded GTA IV off steam, i was not able to get up to 40 FPS when roaming around the city. I have everything maxed out, but the "view distance" and "draw detail" are set to 50 and so is "car density".

I put this machine together to play next gen games on ultra 1080P.. So how will that even happen if it cant play a 2011 game on max settings properly?

I have re-downloaded and installed the game.
I have reinstalled my graphics drivers just incase.

I am not sure what to do.. I spend alot of money on this PC and it seems like my PS3 can run this game better...

Does anyone know what if i can fix this and what i can do? Thanks so much guys.

It's not a problem with your PC

GTA4 is just that badly ported to PC that it runs like crap on almost everyone's systems

Well GTA IV is a seriously badly ported game from console to PC (It is badly CPU dependent rather than GPU). It's not due to lack of your PC capability but negligence by Rockstar .The EFLC are better optimized and will run better.

Your rig is not the problem its that the game is badly optimized.
solotion that may work
1.)patch the game(1.0.2 something)http://www.gamershell.com/download_38432.shtml
2.)go to commandline.txt (it where you install the game) delete all things and copy this
-nomemrestrict
-norestrictions
-height 600
-width 800
-refreshrate 75
-texturequality 0
-renderquality 0
-viewdistance 0
-shadowdensity 0
-refreshrate 60
-novblank
-availablevidmem 10.0
-percentvidmem 100
-safemode

3.)Disable Vsync

GTA4 is badly optimized and mainly takes from the CPU, if you had an overclocked processor it might help a bit but no one can run it at 60FPS constant.

As above, don't take GTA IV performance as any measure of your system. Look at other stuff, Crysis 3, Metro LL etc...

Thanks for the reply.. Since a few people are saying this im going to just not worry about the specs of my PC then.

Are more games going oto be heavily relying on CPU? should i just get a better one?

Your cpu is pretty good. Its more about the gpu. Crysis 3 will give you a good indication of where your at system wise.

Again, ignore gta iv, its a horrid pile of console crap.
