I am not opposed to overclocking and no limit on price expect I don't really want to exceed 250$.

Also, what should I be looking for with a power supply?

the G1.Sniper Z87 is better than the Maximus VI Hero in terms of overclocking and also it has a better network card

If GPU usage isn't at 99% while gaming then there is a bottleneck
note : in some games you sill have bottlenecks anyway because they are CPU depending
