Blurry Screen Sometimes

I'm using a 1080p HDTV as my monitor and I notice sometime it's blurry when a game moves horizontally, especially when it's quick. Not all games do this though. It's almost never blurry when things are coming at me, like in a racing game. Is it just the fps that are low or uneven in some games?

some games used added blur to compensate for low fps as it helps fool the brain into thinking its seeing smooth motion.
or it could be you have a ghosting problem caused by to much latency in the monitors refresh. if the response time is 8ms or higher than its not really suitable for pc gaming.
