device manager wont detect hardware and steam download speed lagging

hey guys so im having multiple problems which will probably result in me replacing some parts. so my computer isn't detecting a graphics card in the device manager section of windows 8 now that wasn't the case until I had to uninstall and reinstall windows so I don't think its faulty or at least I hope not. however I have a feeling my hard drive is fault which brings me to my second problem on steam I download at 3mbps( I have a 25mbps connection) then the disk becomes busy and eventually it goes to 0mbps and a driver error pops up. however I can detect my hard drive through device manager also the hard drive is almost brand new no more than a few weeks old. I built the computer myself so if any of these suggestions involve taking it apart I can do that theirs a green light on my graphics card however I am worried about my computer hardware's health in general could something be fried and damage other parts like the motherboard?

PSU is Rosaline 700 watts

also I was wondering if the graphics card could still be active even if the device manager didn't detect it
 
Well you have two separate issues here. Lets start with the graphics card.

Have you downloaded the driver from nVidia and attempted to install it? I can assume that you have your monitor plugged into the graphics card and not a port on the motherboard correct? If my assumption is correct, the OS does detect your graphics card, but it's likely using the Standard VGA Adapter driver. If there is a problem detecting the card, when you attempt to install the driver, the driver will give an error message saying there is no compatible hardware found.

Now the drive problem. That does concern me more. So when you are downloading, and it cuts off, what sort of error is it giving you? Does it blue screen? Normally if the OS drive becomes unavailable to the OS, when it attempts to access it and either can't find it or can't access it, the system will BSOD. It is not completely unheard of to have a drive fail shortly after installation. In fact if they fail during their warranty period is most likely to do so in it's first week, sometimes first day.

How did you "uninstall" Windows. Did you start a new install and delete the OS partition, recreate it, and then install windows or did you just let Windows overwrite the old install? I have always preferred to delete and recreate the partition so that I knew everything was being started from "scratch".

Try downloading this from Western Digital and run the diagnostics on your drive. Be sure to follow the instructions on the page regarding installation. Run the Extended Test. If you have to RMA Western Digital may ask you to run this and give them the results, so it's better to have them in hand. Be warned the Extended Tests are going to take awhile to complete so be patient.

ok I have run all the checks my drive seems fine however im getting a new backup drive because it's better to be safe than sorry right? so as far as the graphics card im concerned it's clearly implemented into my gameplay as I can run high resolution on games not as demanding as team fortress. However it's not on par with my expectations nor should it be seeing as I scrutinize over graphic card performance. Like I said earlier it is a 660ti there is a driver update which could be the cause. when i try to install it NVidia just said warning can't detect. also i am down one fan(long story) so cooling could be effecting performance i plan to get a new one soon i just hope i won't have to replace my graphics card. I am going to try to switch the vga cables it could be the cable itself hdd appears to be fine but it feels a bit dodgy.
 
First off if the OS is giving you error messages about your HDD, it's not a bit dodgy, it is dodgy. What exact message do you get? That should help us determine what's going on. Unfortunately sometimes these things can be intermittent, so if it doesn't act up when you are running the diagnostics, everything looks fine. I would have a look at the SATA connection at the drive and motherboard. It couldn't hurt to reseat them. If you are still having problems, try replacing the cable, you should have gotten a few with the motherboard.

As for the graphics card. If when you are installing the driver, the driver install warns you that it can't detect compatible hardware, that is a problem. I would try and remove the card and reseat it in the PCI-e slot. Make sure that your PCI-e connectors are fully inserted. Go into Programs and Features and make sure nothing shows up for nVidia in the list. If there is, uninstall it. Download a program called Trexxy Driver Fusion. Install it and boot into Safe Mode. Run it from Safe Mode and remove anything to do with nVidia. Reboot and go into Windows normally and retry the driver install.

You didn't mention where you have your monitor plugged into. I asked is it plugged into the graphics card or the motherboard? Also could you have a look at your motherboard again? The number you gave me doesn't mean much. Did you build this computer or have a computer shop build it for you? Or is this an OEM computer (HP, Dell, etc)? If it's the latter, can you give me the computer model number?
