New PC laggs, CPU is overheating and it's at 100% use

Hello everyone, my new pc (2/3 weeks old) starts to lag (in last 2 days) after few minutes beeing turned on, and cpu use jumps to 100%, and CPU temperature goest from 40C to 70C in period of lag, and it lags constantly.

When browsing, opening files, watching movies (sound is fine), its like FPS is ultra low, only when moving cursor around its look smoth, if i try to move window around than its bad.

--CPU i5 4570
--Moterboard ASUS B85M-E
--PSU Thermaltake SmatT SE530W
--SSD 120GB Kingston
--RAM 2x4 Kingston 1600

i use windows 7 64, antyvirus MSE

programs and games i use, i did instal in first 4 days, and its all waorked fine until last few days

I found in Taks Menager this proces svchost.exe*32, it uses 266.528 K memory, when i stop it everything starts to work normaly, and after les than minute its turned back on, and everything is lagging

MSE is crap, dump it and get Avast Free

goto safe mode and run scan using from a flash drive.
