I changed the turbo ratio settings and the max turbo frequency increases to about 4.4 GHz. I am noticing improvements (programs opening faster, higher Cinebench single-threaded score).
Unfortunately all temperature monitoring programs monitor the processor as a package not the individual core temperature, but the package temperature is usually safe (Below the 60 d c threshold).
My question is it safe to have the CPU on stock cooler with that turbo frequency? Can I increase the turbo frequency even more without damaging the CPU?

As long as you stay under the CPU Package 70°C thermal throttle threshold (that never gets old...) I'd say you are safe at that speed, and even have headroom to go higher yet. An inexpensive aftermarket tower cooler like the Hyper 212 or something will help tremendously in that department as well.

The CPU will throttle down before it reaches dangerous temperatures that could damage it so I wouldn't worry about damaging your chip :)

I increased the turbo multiplier a half step (100 MHz) and for a while the PC operated normally but then it crashed while I was browsing and streaming a video. I then decreased the max turbo to 4.4 GHz and turbo multiplier to 3.9 GHz. Another concern is the Vcore fluctuations. I read they could be quite dangerous. I am not sure if I should leave it on auto or not.
I am certainly considering to invest in a cooler but the Hyper 212 EVO isn't available where I live at the moment, the TPC 812 is though but it may be a little big for my case. I may also consider a water cooler as well in the lower price range but I am a little reluctant toward using water cooling.

Leave it on auto, they won't fluctuate to a degree that could damage your components.

I upgraded from a Hyper 212+ to a refurbished Corsair H60 2013 Edition and I love it--it was like $50 shipped from Newegg (new ones are more expensive, go for refurb) and it keeps my FX-8320 at 4.74Ghz below 62°C max load temperature.

Good luck and have fun :)
