I have a max budget of 750 for a mini itx build for wow, never built a mini itx, anyone have a list of a build? Something with a wifi mobo and too play wow on ultra pretty nicely.

Well I still don't know what you need to include. An OS is the biggest thing that will make a difference

No OS -

CPU: Intel Core i5-4430 3.0GHz Quad-Core Processor ($184.29 @ Amazon)
Motherboard: Gigabyte GA-B85N-WIFI Mini ITX LGA1150 Motherboard ($99.99 @ Amazon)
Memory: Team Xtreem Dark Series 8GB (2 x 4GB) DDR3-1600 Memory ($72.99 @ Newegg)
Storage: Seagate Barracuda 1TB 3.5" 7200RPM Internal Hard Drive ($59.98 @ OutletPC)
Video Card: PNY GeForce GTX 760 2GB Video Card ($236.99 @ Amazon)
Case: Cooler Master Elite 120 Advanced (Black) Mini ITX...
Here's the trouble - mini itx is specialized, so it's a little more expensive than other form factors... and you've got a budget that's pushing it a little bit. It could be done, but I strongly suggest you switch to micro ATX, which isn't that much bigger, but is way, way cheaper.

Kinda depends what your budget actually is. 750...what? It also depends what that budget has to include. It's worth looking at this sticky

Mini ITX does have a decent amount of options, but like Darksable points out it's unlikely to give you the best value for money.

On the plus side, WoW is pretty low end in terms of demands. You need a solid CPU, but you can have a fairly basic graphics card and it should still have no issues.

If you need an optical drive, the budget will stretch, but I'd probably want to spend more on the case, for at least an Elite 130.

If you do need an OS, then something more like this is probably the way to go

Note that the GTX660 is currently a bit expensive, but with the incoming R7 265 (and outgoing HD7850) that price/performance segment will shuffle a bit so it's fairly realistic for you to expect a build like that to drop below $750 soon.

Nope it shouldn't be a problem. I'd suggest working around the first build then. You can pretty much take your pick of GTX760s, though if you have an AMD preference then the R9 270X is in a similar price bracket.
Given the PSU position, it's also worth considering modular PSUs as the cables hang down and can be hard to manage.
I'd personally also want to go for the Elite 130, or look at slightly more expensive cases like the Fractal Design Node 304.
You should have solid options within your budget though.
