win 8.1 intermittently fails to recognize usb mouse or wireless on wake up (HP laptop)

I've verified that it has the latest win8.1 drivers from the mfg. web site. I've read rumors about maybe I should revert to prior win 8.0 drivers or maybe even Win 7. I have also gone into Device Mgr. and properties for each of the USB HUbs (4 in total) and unchecked the option to allow the OS to shut down power to these particular USB Hubs. I only accomplished the later step yesterday and am not yet sure that it made the problem go away. Still waiting to see if it will continue for days and weeks without the bad symptoms.
I am very close to a decision to "push" the laptop to Win 7 (it had Win 8.0 on it when I purchased it). I've hesitated because of concerns that the hardware may not be compatible with the older Win 7 Pro.
I was hoping to hear from someone who actually had the problem and fixed it by going back to older drivers.
