USB 3.0 Problems - Not working, BSOD

Not too long ago I bought a HooToo HT-PC002 USB 3.0 PCIe adapter for my computer, and at first it was working fine. However, I recently had significant software problems, and as a solution I wiped the drives and reinstalled everything. Since I've done this, the USB 3.0 on my computer has been acting rather erratic. The ports in the back of the motherboard don't work at all (even though they're detected by the computer), and when I try to use any of the ports connected to the adapter, my computer freezes and I get a BSOD with the error message "KMODE_EXCEPTION_NOT_HANDLED (usbhub.sys)". Nothing has changed on my system other than the fact that I reinstalled everything. All drivers for the motherboard and adapter are installed and up to date. USB 2.0 on the board and any hubs works fine. Any idea what's going on?
