Can a 450W (230Vac, 4A, 47-63Hz) PSU run a R9 270?

Depending on the watt rating for the +12V rails, I'd say yes.

Would having 1 or 2 bitfenix 12mm fans(with LED's) do much difference in power consumption? Would I still be able to run the 270 and the two fans on my psu? One 12v rail has 21amps and other 18 amps. Also would I be able to add another 8gb ram stick ? My specs: i7 3770, 1x8gb ram, MSI 7770 1gb, 2tb 7200rpm HDD, and DVD drive.

No, the fans or RAM wouldn't matter much watts wise.

Fans, LEDs, drives, demand very little from the +12V rail. Your gfx card and CPU are the big loads on the rail(s). The gfx card usually being the biggest.

CWT GPA450P. If you go on Google and type in Cwt power supplies and go to their website it should say products. Then go on power supplies and go on M-atx I think or something like that. There will be info about it. Mine is 450w.

That efficiency is god awful, especially for a unit running on 230V, its going to be a super cheap design that isn't going to last a long time. It also only has 360W(30A) available between its 12V rails, that isn't much at all. An R9 270 needs about 150W, that only leaves 150W of capacity for your motherboard and drives which isn't much at all.

I would steer well clear of that unit in general, regardless of what you intend to run on it. The Corsair 430CX is a significantly more efficient and more powerful unit.

If the 450W unit listed on this page: http://www.cwt.com.tw/Product/enus/Product_ThirdShow.as...
...is your PSU, it appears to be a typical low to medium quality PSU with a rather low 72% efficiency rating. Not the best choice for that class of card. I imagine you could get away with using the R9-270 (150W... 12.5A @ +12V), but I would suggest that your next expenditure be a better PSU.
