Breaker Box Question...

In an older building and we have a Federal Pioneer from Stab Lok. A gentleman is without power but no switch was tripped. I tried to find some info in my particular Breaker Box. The only thread I could find of any relevance said this old thing was discontinued in Canada some time ago

Thanks. I have seen a few breaker Boxes that were newer I guess and were really easy to Figure out for the most part. I will notify the building Manager about this issue. I don't like the fact that this Box is not locked and anyone can go mess with it. There is no super in the building at the moment so maybe soon it will be locked and the super could give access if need be.
