Random Low FPS in CS:GO with more than capable rig

So basically this started just recently I have never really had any problems with cs as it is when I first got my machine, I used to play on 150+ FPS, now I barely get 100, with lows of 30-40. Ive tried using launch options (threads,prossesheap, novid ect), reinstalling the game, checking if my machine is overheating, and changing the in-game and graphic card settings but none of those are it (when I change settings in game from low to high I get the same frame rate). I run at around 50c on a full load for my cpu. My computer Isnt that old to begin with.

Heres my rig:
Intel Core i7-4771 Haswell 3.5GHz (3.9GHz Turbo) LGA 1150 84W Quad-Core Desktop Processor Intel HD Graphics 4600

ASUS MAXIMUS VI FORMULA LGA 1150 Intel Z87

G.SKILL Trident X Series 8GB (2 x 4GB) 240-Pin DDR3 SDRAM DDR3 2400 (PC3 19200) Desktop Memory Model F3-2400C10D-8GTX

SAPPHIRE ATI Radeon HD 5770 1GB GDDR5

700W corsair PSU

27" acer monitor 60hz (monitor isnt that great for go)

I hink the problem is not the rig but your ping. Try playing with bots and then check the fps.

No its definitely not my ping I still get the same frame rate.
