Cant get over 60 fps with v sync off

I recently bought Bf4 and was looking forward to playing multiplayer when i got in game i changed
all my settings to ultra and noticed i only got 40 fps so i thought i would change it to low settings, still only 40 fps i got know idea whats wrong
AMD FX(tm)-4100 Quad-Core Processor
DirectX 11
8192MB RAM
AMD Radeon HD 7850

You have an entry level processor, that AMD FX4100 is nowhere near fast enough for BF4.
This is why changing your graphics settings have no effect, you are CPU bound.

It is four bulldozer modules, technically it is only a dual core processor.

You would see a HUGE performance increase if you replaced your processor with a better one.
