Nvidia Low GPU usage.....again. GTX 770

I really don't mean to troll but I am looking for a way to play Borderlands 2 " The Way It's Meant to Be Played". I have been looking for a answer for a long time and I keep coming across the same threads but unable to get the info I need. I have a number of games on steam that work great. But for Some reason Borderlands 2 has stutter and Low FPS in almost any Firefight on any setting. When I look at the sky the FPS goes up to 170 and the usage, power and voltage will also get as high as it should for this game. In a fight everything goes down. Is there a way to fix this? Let me know any thoughts please. Here is the specs:

GTX 770 2gb
8gb ram 1600mhz

Hello. I worked on a similar problem for another user a while back and I'll try to help you as well. There is no reason that a 770 should have issues with Borderlands 2. In my benchmarks, a 770 is capable of maxing out all settings including Physx easily over 60FPS. Your build almost mimics mine. There is no bottleneck on your CPU. When a graphics card throttles, it is usually due to heat. Please run a benchmark with any game and let me know how hot your card is getting.

I usually keep EVGA Precision Running with the OSD on. So In Far Cry 3 the GPU is running at around 57-65°C max. It is a good ambient temp along my Floor so The PC stays cool...Borderlands 1 runs about 45°c. there are more games but I forget what they are now. I have some benchmarks and PICs of Unigine Benchmarks witch really tax the GPU.

I have the same problem as above and tried adaptive vsync but it doesn't help.
