fps drop in all games and wont recover unless you re start the game

hello there. I'm having a really horrible issue at the moment. for some strange ass reason i can play games on steam just fine for a bout ten minutes and then all of a sudden it will drop my fps to around 11-13 fps and will only use 10 -11% on one of my gpus and 1-2% on the other and the only way to resolve it is to restart the game completely. Although this will only fix it briefly till it does it again. have tried re seating all the components on the board and have updated everything i can think of. the only thing i haven't done yet is re installing windows which i wont do unless i really must.
my specs are:

cpu: amd fx8350
gpu: 1x 2gb gigabyte gtx 680 oc + 1x 2gb asus direct cu II gtx 680 oc
mobo: gigabyte 990fx ud5
psu corsair gs800
hdd: 2x wd velociraptor 500gb 1x wd caviar blue 500gb
ram: 16gb ddr3 corair vengeance black

Update: have now updated bios also and still no results. and it seems to be only occurring when in heavy combat situations when allot is going on on screen. so maybe im just thinking the gpu or cpu has hit some sort of spike thats causing it to lock itself into this state? any help now would be appreciated as im at the end of my tether here :-(. its never acted up like this before and its only just started happening. is it possible that something is failing?

update 2: checked temps and have not seen any suspect issues. under load in game, main card runs under 60c and secondary around 40-45c the cpu is cooled by a corsair h100i in push/pull config and rarely goes over 29c in game. also have already used it with just one card with the same results. starting to look like a windows re install is necessary

update 3: have tried using both of my 2 gfx cards separately and have the same issue.Also after trying to replicate the issue using furmark on a 15 min burn in it didnt have any issues at all with no frame loss whatsoever, in fact it was extremely solid. could this be an issue with directX as furmark uses ogl?. will try re installing windows tomorrow :-(

update 4: after running benchmarks on a different software and using d3d9 and dx11 it still would not create the same issues i have been getting from the games Hawken and blacklight retribution and have now verified the integrity of the games files and blacklight was missing some 200 files! but hawken missing none. will report back

Update 5: after taking it to my mates place. It did not cause any problems at all. The only difference was I I was playing on a different monitor and using ethernet cable instead of wireless. Took it home and problem was still still there. Gpu usage drops to 10%or under and fps drop to 10-12fps. Checked the hardware monitor and these are the only two factors that change as there isn't any spikes on the graphs except fps and gpu usage.. Confused and annoyed now lol
 
I would double check all of your temps during gaming. This might point to the CPU or GPU(s). I would try running with just 1x GPU and see if your experience is any better. Having 2 x GPU's puts quite a bit of stress on the PSU along with temperatures in the case too, so trying 1x GPU should help to minimize temperatures and stress on the PSU.
