Fans won't spin at 100%!!!

Hello, I need a lot of help for my new rig. I have an Asus Maximus VI Formula and set it to spin at 100% at 40 celcius. So I tried to use Intel Burn Test and my cpu temps got to 90c at 4.2GHz (Keep in mind I'm using an H100i with SP and AF fans around the case)
These are abnormally high temps for such a high end cooler and on top of that I hear no extra noise when it surpasses 40c. Could I get help please? I do not like my CPU getting that hot and like the security of having my fans run at 100% all the time but it won't work. Thanks in advance!!!

I honestly don't care about fan noise I just want them to run at 100%, they run at 100% at start up but never after that

I know it can spin at 100% because the first time I applied the thermal paste and started it up and did Prime95 the fans started to spin up. I don't know what happened this time though

The pump might not be getting the power it needs to get the require RPM?
Have you checked at how much RPM the pump is running?

Bios allegedly says it runs at 2000rpm but I don't think that's true. I have my SP rad fans connected to the pump
