Win8 video apps - white border fix?

So, I've had problems with my HTPC since I got it up and running with Win8. It is a Dell Optiplex 745 USFF (Core2, 2GB RAM). On app-based video players like Netflix and Xbox Video, the area not covered by the video I'm watching is white. Bright, blazing white. It makes videos nearly un-watchable.

The Netflix app is where I noticed it first. Their support told me "We don't have a script for that issue, so it's not our problem" (Fat lot of good they are). So, I started digging. Found a lot of places that didn't believe the OP until they posted screenshots, and I've still not found a resolution after about an hour and a half of digging on the web.

Windows based programs like Windows Media Player and XBMC (latter being the main function of the machine) play videos fine. But, since my PS3 bit the dust and I'm not particularly interested in getting another one, I'd like to get this working.

Has anyone else encountered this issue or know how to fix it? It should be some setting in Windows somewhere, but darned if I can find it. I'd greatly appreciate any help I can get.

Newer show, Dr. Who. Hard to see the white borders here, but it does have black ones on either side, but that is part of the video.
Basically the gap from the bottom of these letters to the image is blank white space.

I can't believe that nobody has a solution to this! It has to be simple!

I have reimaged the machine, complete from scratch with no success. This still happens in the Netflix app. All drivers are up to date...
