Need help to build a smokin' CPU in Rs.100,000

Hi everyone, this is Pawas Saxena, I'm persuing Bachaelors in 3D Art, Animation and Vfx, and I'm an addicted gamer too. :D
My current PC is ok but now it has started to stutter, I just bought Thief and when playing at full resolution (1600x900) I have to keep the settings preset on 'Normal' :(. Also, it faces tough time dealing with the viewport panning in 3DS Max and Maya if the poly count goes up to 100,000 polys, that's why I need to build myself a new and a better one, please help.
My current configuration is:
-AMD Fx 4100 3.6 GHz
-Gigabyte 880-GM-d2h MotherBoard
-Corsair Vengeance 4 GB DDR3
RAM
-Internal 500GB+150GB HDD
-ZOTAC GTX 550Ti 1GB DDR5
- Coolermaster Thunder 500W PSU

I myself tried to make up a good configuration:

Processor: Intel 3.5 GHz LGA 1150 4770K i7 4th Generation : Rs. 24,000

CPU Cooler: Corsair H100i Cooler : Rs. 8,000

Motherboard :Asus Maximus V1 Hero : Rs. 19,000

RAM :2x(Kingston HyperX DDR3 8 GB) : Rs. 12,000

Graphics Card :2x(XFX R9 280X DD 3 GB DDR5) : Rs. 60,000

SSD :Samsung 840 Series 250 GB : Rs. 13,000

Power Supply Unit :Seasonic SS-850KM3 850 Watts : Rs. 13,000

Cabinet :CM Storm Stryker II : Rs. 14,000

TOTAL: Rs. 1,63,000
But the end result was kind a too expensive.. :(
PS: I read about R9280x capability to deliver good game as well as 3D render performance, that's why I have chosen the 2-way crossfire.
I need to build a new CPU ONLY (no peripherals), and my budget is Rs.100,000.
So please suggest a sick configuration for a cpu that can handle both my gaming and CG work as well. I wish to play all the upcoming games (Dying Light, Dark Souls II, Watch Dogs, Division, Witcher 3, Titanfall etc) at their highest settings with the best framerate possible at 1080p.
I can extend my budget from Rs.100,000 to Rs.130,000 if goes urgent.

>.< nice budget I have not been to India for a bit so I can't account for the prices there, but these are prices in the U.S. That and Rupee prices are in constant shift.

And sorry, I forgot to tell, I won't be needing HDD and Optical Drive, internal 500GB+160gb already + external 1 TB Seagate and ASUS Optical Drive.

No optical drive or hdd now, just a ssd for the OS and important programs (i.e games, rendering software)
