Water or Air cooling? (a special case)

Hi,
This is my first post here, and you should know that I am brazilian. I can read in english very well, but when comes to writing... meh.

The "special case" is precisely the fact that I live in Brazil, and there is NO WAY I will find a noctua air cooler here.
Some brands available are usually Cooler Master, Corsair, Thermaltake, NZXT.
I need a cooler to overclock a 4770k at 4.5ghz and my budget for it is about 190 dollars. Seems a lot, but this is Brazil, and things are pretty bad down here.

So, my best bet would be a Corsair H110 which max out the budget. ONCE I found a Cooler Master Nepton 280l at a really great price, but now is gone =/ impossible to find again. And as I know very little about air coolers, I have a challenge for you: I will list some websites and you can say which air cooler would be better than the H110. The maximum price is R$430,00

Usually they list 2 prices, take the lowest into account.
Also, I am aware that the corsair H110 can be noisy, and i really hate this, but if changing the fans will fix it, then no problem, I can buy them on ebay later (takes 1 month to ship to my door)
And i imagine a "serious" water cooling kit is out of question (450 dollars at minimum with luck here).

Well, thanks in advance to anyone who dares to take the callenge, i would really appreciate it.

Yes be very careful about blocking the RAM slots. On my Hyper 212 EVO I ground off 1mm x 10 mm area from the bottom of the fan on the RAM side to provide clearance for the Corsair Vengeance RAM. With that slight modification, it works well.

Regarding the Zalman heatsink - just call...

Hi, thanks for the reply.
Unfortunately I couldn't find the Cooler Master you mentioned to buy here.
I'm thinking about the Zalman CNPS10X Extreme (computer noise prevention system, that seems promising).
The two problems are mostly the fact that is a 2009 cooler and only mentions 1156 socket compatibility. The other thing that worries me a little bit is blocking my RAM slots. But the price compared to the H110 is almost half, which is very nice. :D

Regarding the Zalman heatsink - just call or email Zalman and verify. You are right; in 2009 they did not have the 1150 socket, maybe that's why it is not mentioned. In any case verify that the mounting brackets for the 1150 are included in the Zalman. That is a pretty looking heatsink!
