What do you think of this build

Are those parts compatible with one another:

CPU: Intel Core i5-4440 Haswell 3.1GHz
MoBo: Gigabyte GA-B85-HD3 Socket 1150
Memory: G.skill RipjawsX 8GB (2 x 4GB) DDR3 1600 CL9 1.5v or Adata XPG V2 8GB (2 x 4GB) DDR3-1600 CL9 (depending on stock I will go for the first one, if not the second)
PSU: SeaSonic S12II Bronze 520W 80 PLUS Certified PSU
Case: Cooler Master CM Storm Scout 2 Mid Tower
LCD: Samsung T23A350 or T23C350. I really cannot decide between those that is why I am putting them both. The latter has the same specs as the first one but it is 2ms and has higher sound wattage on the other hand it is missing on-screen buttons. You can only operate it with a remote control unit.
HDD: I have an old SATA drive.

Will the build work without any problems. Will the Intel HD Graphics 4600 be able to run the 23" monitor for programs and HD videos without any issues?

yes it will run like butter.
on i5 4670k hd 4600 i can play skyrim moded 1080 medium 30+ fps
wow will run light medium no problem.
until you get a stronger gpu yes it is a decent build capable of 1080p.
not size of monitor matters but the resolution. same resolution on 100 different sizes = same performance

yes that's a nice build. hd 4600 can run even zbrush sculpting without problems and manages a bit in blender and 3d-coat. krita runs like butter. skyrim can be played at medium settings at 1080p.
the i5 4440 comes close to i5 3470 performance if not surpasses it for more power.
you can anyways add later a hd 7850 when it's price will ridiculously drop down.
given what you intend to do with that pc (so no gaming and 3d render/edit though it can manage there as well) it is a solid build capable to last 4 years +
I would change the mainboard to asrock h87 pro 4 (same price) or msi h87-g43 (2$ more) cause I had bad experience with gigabyte mb. though gigabyte mb are reliable and strong so nothing is wrong with them.

So, the 23" screen will run smoothly on the HD graphics with no pixellation or crappy graphics? I am making sure cause I am on a tight budget. Also, will I be able to run games like WoW and lighter games on 1080p on low settings until I get a decent GPU. Thanks a lot for the information. Also, thanks for taking the time to reply to my thread. The gaming part is not important to me. I was just wondering.
