Default PCI-e frequency too high ?

Hello there.I have a question..Yesterday I've bought a motherboard named ASROCK 945GCM -s and the default PCI-e Frequency is 115.Any ideas ? I've heard that a value higher than 100 can screw up my HDD and my videocard.

In that case probably best to leave it there unless it causes problems. Your GPU or something must expect the 115 for some reason.
I'm not sure where you heard that especially since your hard drive doesn't run off the PCI-e bus. but to change it you will have to go to the BIOS and there will be an option to change it. You should be fine though that's actually used fairly often to overclock GPU's
